Park River Management Inc. was founded with a clear objective: to create long-term value by approaching real estate as a disciplined investment business, not a transactional exercise.
Our origins are rooted in development, land entitlements, market research, and investment advisory work across the National Capital Region. Over time, our team worked on thousands of residential units, advising developers, investors, and landowners through multiple market cycles. That experience revealed a consistent gap between potential and outcome. Strong sites were often constrained by planning complexity, inefficient capital deployment, or execution strategies that failed to align risk, timing, and return.
At the same time, market conditions were evolving. Housing supply constraints intensified, planning policies shifted toward urban intensification, and investors became increasingly focused on downside protection, capital efficiency, and clarity of execution. We recognized that these conditions favored groups with deep planning expertise, patient capital, and a structured approach to development risk.
Park River was established to operate at that intersection. From the beginning, our focus has been on identifying opportunities where value can be created before construction begins through site selection, land assembly, entitlements, and thoughtful project structuring. By mitigating planning risk early and controlling the development pathway, we aim to improve outcomes for both investors and end users.
Our early projects reflected this philosophy. We prioritized infill and urban development opportunities where zoning, design, and timing could be optimized, and where disciplined underwriting could support attractive risk-adjusted returns. Each investment was evaluated not only on projected returns, but on execution certainty and flexibility across changing market conditions.
Today, Park River continues to grow as a real estate investment and development platform focused on infill development, land entitlements, and urban multi-residential projects. PIERRE BOULET
Partner
Pierre Boulet is a real estate developer with over 20 years of experience in residential construction and infill development. Since 2003, Pierre has overseen the construction, redevelopment, or disposition of serviced lots that have contributed more than 2,500 homes to the Ottawa–Gatineau market.
Pierre leads Park River’s construction and delivery strategy, bringing a hands-on understanding of building systems, cost control, and on-site execution. His construction-first perspective ensures projects are designed and underwritten with a clear focus on feasibility, schedule certainty, and disciplined capital deployment.

KEVIN MCMAHON
Kevin McMahon brings over 18 years of experience across real estate investment advisory, market research, and development strategy. Prior to co-founding Park River, Kevin advised developers on feasibility, design, and market positioning for more than 15,000 residential units across the Ottawa region.
Kevin leads Park River’s investment strategy, underwriting, and capital structuring. His background in data-driven market analysis and institutional-style reporting supports disciplined decision-making, transparent investor communication, and alignment between strategy, risk, and return.
